Injuries are a problem, too, with Yarmolenko and Konoplyanka rushing to recover fitness and form after missing Ukraine’s three World Cup qualifying games in March. A lengthy legal battle ensued before the Court of Arbitration for Sport ruled Ukraine lost the game by default and it was relegated. After a string of players and staff members tested positive for the coronavirus, the whole team was quarantined by Swiss officials and couldn’t play its last Nations League game. Ukraine has had a tougher time than most national teams amid the pandemic. Pyatov was on the team which finished second at the 2006 European Under-21 Championship, but Ukraine didn’t qualify for the 2010, 2014 or 2018 editions of the World Cup. On 21 January 2014, the 1st Intergovernmental Conference took place, signaling the formal start of Serbia's accession negotiations. So far, 22 out of 35 chapters have been opened (including all chapters under cluster 1 on the fundamentals of the process and cluster 4 on Green agenda and sustainable connectivity), two of which are provisionally closed.Turning potential into senior success is an old problem for Ukraine, though. In line with the decision of the European Council in June 2013 to open accession negotiations with Serbia, the Council adopted in December 2013 the negotiating framework and agreed to hold the 1st Intergovernmental Conference with Serbia in January 2014. In September 2013 a Stabilisation and Association Agreement between the EU and Serbia entered into force. In March 2012 Serbia was granted EU candidate status. In 2008, a European partnership for Serbia was adopted, setting out priorities for the country's membership application, and in 2009 Serbia formally applied. Serbia – along with 5 other Western Balkans countries – was identified as a potential candidate for EU membership during the Thessaloniki European Council summit in 2003.
